The Borough Council introduced Ordinances 09-2016 and 10-2016 at the Council meeting held on May 24, 2016. Ordinance 9-2016, which can be read here, allows the Governing Body to make an adjustment to the budget to fund the revision of the Master Plan. Ordinance 10-2016, which can be read here, revised the code for the Shade Tree Commission to create two alternate positions.

At the same Council meeting, the Governing Body passed a resolution, which can be read here, that states they are planning on filing an appeal of the school apportionment rate with the New Jersey Tax Courts. The Governing Body objects to the following:

  1. The short sampling period used to formulate the Director’s Table of Equalized Evaluation because of the Borough’s involvement in the Monmouth County Assessment Demonstration Program.
  2. The small number of housed used to formulate the Director’s Table of Equalized Evaluation.
  3. That one of the houses used in the sampling period should have been thrown out by the local Tax Assessor and was not.
  4. That one of the houses used in the sampling period should have been thrown out by the State Division of Taxation and was not.
  5. That an increase of more than 10% of school taxes over this year is a huge financial burden to senior citizens, young families, and those on fixed incomes.
  6. That an increase to $533 per average household in school taxes may force some residents to move out of our community.

The Governing Body feels that the above circumstances warrants a review by the New Jersey Division of Taxation for some financial relief during the 2016-2017 school year.
